Planning, Design and Construction
The Planning, Design and Construction Department (PDC) is responsible for all new campus facilities, as well as the renovation of existing facilities on campus. PDC also develops and implements the Campus Master Plan.
Building Permits
A Building Permit is required for all campus construction projects and is issued by the Deputy Building Official. Please complete a Building Permit Application and submit to the Planning, Design & Construction Department.
Building Floor Plans
Floor plans are available for most campus buildings. To request a floor plan, please contact Freeman Leung via email at: freeman.leung@csueastbay.edu
Capital Projects
The PDC Department is responsible for managing the design and construction of all projects on campus, ranging from minor renovations and improvements to multi-story, multi-million
dollar projects. Projects with a construction value less than $600,000 are categorized as Minor Capital Projects, while projects with a construction value greater than $600,000 are considered Major Capital Projects. The Department is also responsible for ensuring code compliance and life safety for all projects.
Energy Management
Energy Management is responsible for the purchase and delivery of electricity, natural gas, and water along with the coordination of the campus recycling program.

Planning & Design
PDC is responsible for the development and implementation of the Campus Master Plan through the capital improvement program. The Department also prepares special planning studies, develops the annual 5-Year Capital Improvement Program, and is responsible for the management of space on campus.
