Hayward appoints another CSUEB grad as city manager

Fran David has been appointed Hayward’s new city manager by Mayor Michael Sweeney. David has been the acting in this position since another Cal State East Bay alumnus, Greg Jones resigned earlier this year to run for a seat on the Hayward school board. David has served as the assistant city manager since 2006. She brings 25 years of public sector experience to the position, including her Peace Corps mission in Barranquilla, Colombia. She holds a Bachelors of Science degree from Cal State East Bay.
