The PEM Vice President’s office is responsible for coordinating and facilitating the activities of all other units within PEM. The office supports PEM’s organizational philosophy, placing students at the center of the division’s work: Within the context of our mission, vision, and values, PEM acts strategically, and operates consistently to be effective in supporting our primary University mandate – student access and success. The Vice President serves as liaison between PEM and other Cal State East Bay divisions as well as the President’s Office, Cabinet, university wide committees, and is the University’s Enrollment Planning and Reporting officer for the CSU.
The Vice President’s office is also responsible for managing high level, university wide strategic planning including the relationships between academic, enrollment, and physical master plans for its Hayward and Concord campuses.
Success is measured by the overall smoothness of PEM’s operations and recognition of the division as a model for serving students as well as by the cumulative success of all units within PEMSA.
Budget and Administrative Support
The Budget and Administrative Support unit of PEM provides budget, payroll, personnel, purchasing, and administrative support to the managers, staff-at-large, and student assistants. The Administrative Unit’s role is to provide leadership and services to ensure effective operations in support of the division and its goals and compliance with University business practices and policies. The unit is responsible for the sound management and fiscal analysis of the operating budget; timely processing of employee payroll; contracts; purchase orders; accounts payable; equipment and furniture acquisition; and personnel transactions. This unit is also responsible for coordinating any logistics associated with office assignments, relocations, work station modifications, ergonomic assessments, furniture, equipment repairs and replacement, temperature controls, and air handling – based on requests communicated through the supervisor.
Enrollment Management Systems (EMS) supports the efforts of all PEM units as they work to fulfill their roles and responsibilities. EMS and its management focus on internal support for PEM and maintaining the integrity of data and information systems associated with student admission, advisement, financial aid, and enrollment whether used by PEM or other units in the University. The AVP fulfills the role of data steward for all student data.
The AVP is the divisional liaison to the central university information technology organization at East Bay. EMS coordinates support for administrative systems like People Soft with IT, works with PEM units and IT to set and implement priorities, and provides project management. EMS coordinates the specifications for and purchasing of information technologies (hardware and software) in conjunction with the PEM Budget and Administrative Support unit. While PEM managers and staff interact directly with IT for such matters as individual desktop troubleshooting and support (service desk), and in using university wide programs (such as Google mail), EMS monitors submission, escalation, and fulfillment of service desk tickets to facilitate timely and consistent service and follow up on serious desktop issues.
Through the use of data processing and document imaging technologies, EMS supports administrative processes that serve directly students, faculty, and staff. EMS coordinates the necessary editing of inconsistent student data to insure accurate quarterly reporting of enrollment and academic planning data to the Office of the Chancellor. Success in document imaging is measured by the timely processing and image capture of documents received. Success in other areas are judged by meeting reporting deadlines for ad hoc and system-wide reporting, maintaining the operation capacity of data systems, and steady progress on systems projects that includes meeting project plan milestones and completion dates.
