STAR Act (SB1440) and Associate Degrees for Transfer

AA-T and AS-T Degrees

The Student Transfer Achievement Reform Act (SB 1440 – Padilla) signed into legislation on September 29, 2010, enables the California Community Colleges and California State University to collaborate on the creation of Associate in Arts Degree (AA) and Associate in Science Degree transfer programs.

A California Community College student who has earned the Associate in Arts Degree for Transfer (AA-T) or the Associate in Science Degree for Transfer (AS-T) will be granted priority admission to the CSU into a similar baccalaureate (BA or BS) degree program with a guarantee of junior standing as long as the student meets all prescribed admission requirements.  Once admitted, the student will be given an opportunity to complete a baccalaureate degree with as little as 60 additional prescribed semester units or 90 quarter units.

Verification of AA-T and AS-T Degrees

California Community College AA-T/AS-T degree applicants must submit verification that they have or are finishing the remaining requirements for the AA-T/AS-T degree by the stated admission term’s AA-T/AS-T completion deadline. For this verification to be accomplished, the California Community Colleges have established a priority schedule for transfer associate degree eligible students. 

Students are asked to submit their “petition to graduate” with an AA-T/AS-T degree to their community college which will then provide eligible applicants with an official document that indicates remaining requirements for the degree. Transfer applicants must send a copy of the evaluation form and a final transcript with the degree posted to the CSUEB Office of Admission by the published deadlines.

Verification Forms and Documents

CSUEB requires students submit documentation of a completed or in-progress AA-T/AS-T degrees. This documentation can be a California community college AA_T/AS-T verification form, or a document prepared by a community college representative indicating degree status.

When submitting documents pertaining to your AA-T/AS-T degree, including transcripts with degrees posted, Cal State East Bay requests you use the AA-T/AS-T cover sheet for faster processing and to aid in document identification.
